User is experiencing a pop-up blocker on a trusted site. 

Do not use on unknown sites. 

Details

Select the small lock icon on the left side of the URL then select site settings.

Scroll down through the options under permissions until the pop-ups and redirects.

Pull down the small menu on the right side and change the setting from Block (default) to Allow.
